7.3.3Resultaten

Deze bijdrage belicht enkele van de meest relevante resultaten van luik 1 (VRWI-advies 224). Die resultaten vinden hun oorsprong uit de antwoorden van 26 geselecteerde respondenten (purposive sampling). De nadruk lag eerder op kwalitatieve bevraging dan op het nastreven van 100% representativiteit. 

Technologiedomeinen

Het resultaat voor de 25 overkoepelende technologiedomeinen geeft een eerste zeer algemeen beeld.

Figuur 1 geeft weer hoeveel actoren er actief zijn in elk technologiedomein (groene balkjes). De blauwe lijn geeft de gemiddelde score weer. De technologiedomeinen zijn gerangschikt volgens dalend aantal actoren.

Uit figuur 1 blijkt dat de bevraagde actoren actief zijn in elk van de 25 technologiedomeinen, weliswaar in verschillende mate. Het grootste aantal actoren (12) is actief in de domeinen ‘On Board Data Systems’ en ‘Space System Software’. Die domeinen kennen ook een relatief hoge gemiddelde score (respectievelijk 3,52 en 3,73). Dit is evident daar beide domeinen zijn waarin Vlaanderen heel sterke actoren kent. Voor een korte beschrijving van het domein wordt verwezen naar bijlage 2. Het minste aantal actoren (3) is actief in  ‘Aerothermodynamics’ en ‘ECLS and ISRU’ (Environmental Control & Life Support (ECLS) and In Situ Resource Utilisation (ISRU)). Hier valt de zeer hoge gemiddelde score (respectievelijk 4,24 en 4,30) op, die zou kunnen duiden op een hoge mate van specialisatie. ‘Flight Dynamics’ en Propulsion’ daarentegen kennen zowel een redelijk laag aantal actoren (respectievelijk 5 en 4) als een redelijk lage gemiddelde score (1,9 en 2). 

De grafiek maakt bijv. niet duidelijk of de actoren actief zijn in elk van de verschillende subdomeinen per domein, dan wel of hier hiaten zijn. Daarvoor moeten we verfijnen naar de subdomeinen.

Technologiesubdomeinen

In Figuur 2 zijn de technologiesubdomeinen gerangschikt volgens aantal actoren.

Het grootste aantal actoren (11) is actief in ‘Instrumentation in Support of Life Sciences’, gevolgd door ‘Microelectronics for Digital and Analogue Applications’ en ‘Earth Observation Payload Data Exploitation’ (elk 9). In twee van deze subdomeinen nl. ‘Instrumentation in Support of Life Sciences’ en ‘Microelectronics for Digital and Analogue Applications’, en daarnaast ook in ‘Detector Technologies’ (8 actoren) zijn de vijf categorieën van actoren actief. De verdeling is evenwel sterk verschillend; zo maken de universiteiten en onderzoeksinstellingen de meerderheid uit bij ‘Instrumentation in Support of Life Sciences’ terwijl de bedrijven in de meerderheid zijn bij ‘Microelectronics for Digital and Analogue Applications’. Dat alle actoren in deze subdomeinen actief zijn, lijkt een potentieel tot ‘clustervorming’ of kruisbestuiving te suggereren, maar daarom mogen we niet onmiddellijk tot werkelijke samenwerking besluiten.

Daarnaast wordt duidelijk dat er bij de 26 bevraagde actoren voor 8 subdomeinen geen expertise is. 

Voor een 15-tal subdomeinen is er slechts 1 enkele actor actief. Dit zou kunnen wijzen op een heel specifieke activiteit. Meestal gaat het om een groot of middelgroot bedrijf, en dan vnl. binnen het domein ‘Mechanisms’. De vraag stelt zich of eventuele ondersteuning vanuit de kennisinstellingen geen hefboom zou kunnen zijn. Interessant is ook de vaststelling dat in het domein ‘Electromagnetic Technologies and Techniques’ enkel universiteiten en SOC’s actief zijn, terwijl voornamelijk  de universiteiten en grote en middelgrote bedrijven actief zijn in ‘Flight Dynamics and GNSS’ en in ‘Optics’. Wij willen er nogmaals op wijzen dat de actoren die binnen eenzelfde groter geheel (domein of subdomein) actief zijn, niet automatisch (exact) dezelfde activiteiten/onderzoek uitvoeren. Het kan ook gaan om complementaire activiteiten, waardoor eventuele samenwerking een extra versterking van deze ‘cluster’ zou kunnen betekenen. Dit vergt echter een meer diepgaande analyse.

Tot dusver werd enkel gekeken naar het aantal actoren (mogelijke kritische massa) dat actief is in een bepaald subdomein. In een volgende analyse wordt ook rekening gehouden met hun expertise (de gemiddelde score). Figuur 3, waar het aantal actoren - genormaliseerd voor hun score - wordt uitgezet in dalende volgorde, laat toe dit in meer detail te bekijken. 

Koplopers blijven ‘Instrumentation in Support of Life Sciences’, gevolgd door ‘Microelectronics for Digital and Analogue Applications’ en ‘Earth Observation Payload Data Exploitation’. Voor ‘Instrumentation in Support of Life Sciences’ wordt de excellentie van de universiteiten in dit subdomein duidelijk. De enige SOC die hierin mee speelt, heeft minder expertise terzake. Voor ‘Microelectronics for Digital and Analogue Applications’ en ‘Earth Observation Payload Data Exploitation’ daarentegen bezitten respectievelijk de SOCs  Imec en VITO een hoge mate van expertise.

Daarnaast zien we een aantal spelers met een zeer sterke unieke ‘capability’ (score 5). Dit geldt bijv. voor ‘Thermal Protection’ en ‘Ground Based Facilities’, die beiden door het VKI worden uitgevoerd.
