7.6.3WIR for patents applied by companies and higher education institutions
Next, we show in Figure 5 the WIR trend for patents filed by companies on the one hand and by higher education institutions on the other hand in the period 2001-2017.

The WIR in companies is clearly lower than in higher education institutions: for company patents from Flanders, only 1 inventor in 6 is a woman (WIR 0.18). For patents from Flemish higher education, 1 in 3.4 inventors is female (WIR 0.29). Both types of applicant do show an increasing trend. The data for EPO and USPTO show a similar pattern in this regard.
The international comparison of the WIR for patents for these two types of applicant is shown in Figure 6 and Figure 7. The gender distribution here does have a different basis: it is based on all inventors in those patents, including the foreign inventors. For these partial analyses, Flanders' ranking is much less favourable. In addition to Spain and the US, Ireland, Belgium, France, the Netherlands and Great Britain are now ahead of us for business patents. We still lag behind VARIO benchmark countries Sweden, Finland and Denmark. For patents applied for by higher education institutions, in addition to Spain and the USA, we are also outranked by Italy, Finland, Belgium, the Netherlands and Great Britain. Flanders also scores below the average of the EU member states.

The regional comparison of the WIR for patents filed by these two types of applicant is shown in Figure 8 and Figure 9. (Only regions with at least 10 patent applications in 2017 were retained). For business patents, Flanders ranks in the middle here. For patents applied for by higher education institutions, only a limited comparison is possible because in many regions hardly any patents are applied for by this type of applicant. Flanders does rank first here.
